The tip of my penius hurts when I pee.?

I'm 13 years old and when I pee the tip of my penius stings and I have to stop going. It's not a UTI or yeast infection. I was exposed to hand soap earlier when I was showering. If that is what's causing the irritation any ideas on how to get rid of it? The forskin isn't red but the very tip is red. Please respond ASAP if you have a solution! Thank you
