Would not turning the rotors after changing break pads cause them to make a loud noise?

I had my brake pads changed by a family member and a day after they were changed it started making a loud noise when you brake like thud thud thud till you come to a complete stop. Well I took it to a shop to have it checked out and they told me that the rubber seal on my caliper was completely broke and leaking break fluid. So I had that fixed and then it was fine till the next day and started making the same noise... well then I had my dad and uncle look at it and they said because the person didn't turn the rotors its making the brake pad wear prematurely. Is this true and should I.have new pads put on and turn the rotors?
